The Gospel of Luke is widely believed to have been written to the Gentiles and is most probably written by a Gentile as well. Luke was a doctor, and does seem quite interested in the way Jesus Christ moved through healings. The way that Jesus told men to present themselves to the priests and abide by the law of God was not the main focus of Luke's writings. Instead, Luke seems focused on the way Jesus healed and helped people. Luke highlights the early life of Jesus
and emphasizes His humanity while also presenting Jesus' divinity and perfection. He highlights the cost of discipleship and the reality of personal life changes as we follow Christ. Luke spends time tracing back the lineage of Christ to the first man in Luke chapter 3. This was a different path than the gospel of Matthew chose. Luke would have known this and so his deviation is deliberate, it reminds us that the blood of Christ, and His ministry, is for all people.
