Much of the book of Deuteronomy contains repetitions of the laws found in Exodus, Leviticus, and Numbers. We learn much about the forty years of Israel wandering in the desert. Moses discovered that the people of Israel were selfish and stubborn, often thinking only about themselves. Deuteronomy was written by Moses at the end of Israel’s journey. They were getting ready to enter the Promised Land. Moses reiterates the commands that God had given to His people. In a sense, it is a farewell message as Moses would not be going with them into the land of Canaan. As a result of his impatience, anger, and disobedience to God, when he struck the rock in a fury, Moses would not enter the land God had promised. Moses puts together a final message reminding Israel of what God had instructed them—how to legally and morally conduct themselves and set up an operational government.
